Also I ran another test after posting the above question. I loosened the top air line that connects to the head cylinder on top and moved the air line out of the way. I then attempted to crank it. I felt the air coming out but after 3 seconds it threw the breaker. I reset the breaker and placed my thumb over the head port and tried to crank it.
Apr 14 2013 My outside condenser unit was tripping my breaker inside the house. I got out my multimeter and tested the voltage coming from my breaker box to the outside power junction box with the 40 amp fuses. Low and behold I wasn't getting my 240VAC to the box. I went inside and replaced the fuse at the breaker. Voila!

Mar 14 2015 I was called on by my brother-in-law because his AC kept tripping the breaker this past summer so I started off by looking at the breaker nothing burnt or out of the ordinary. After further inspection of the unit outdoors I found that the bottom 4-5 rows of coil had nearly all the fins missing corroded away from what I assume is dog urine.

Sep 17 2011 The simple solution would be given that the conductor size to the condenser unit location is suitable for the 100 amp breaker size to install a small panel at the condenser unit location which is feed from the 100 amp breaker and each condenser unit is then fed from its own breaker in that new small panel.
